Authenticating millions of citizens claiming a service, verifying who they are without ever meeting them, and doing it at a security bar that can't afford to fail, is closer to national infrastructure than to a typical enterprise IAM programme.

That work is usually federation-heavy — proving identity once, then trusting that proof consistently across services — built on the same standards (SAML, OAuth/OIDC) used everywhere else, but deployed at a scale and public-trust threshold most private-sector programmes never have to meet.
